How does one start a thread in the Contests and Festivals Forum?

Members can't. They usually post it in the general film discussion form. The animation challenge is a good example.

Adding on to Weasel's post, the reason we do this is so contests are vetted before they appear in the Contests forum. If a contest in General Film Discussion looks well run and trustworthy it is usually moved to Contests by a moderator.
