Looks like a saran wrap animation. Your goal is to animate the ripple effect. Observe footages of boats and waters and you can replicate the effect.

Saran wrap is definitely the base here, but there seems to be several effects on op of that.
First an overlay that adds reflections (both on the water and on the minifigures), might be a video overlay or created using After Effects effects.
We can see part of the mask here under his arm.
And also a some kind of displacement effect to add the ripples, which seems to be animated at a different framerate than the saran wrap.

I am recreating Call of Duty Finest Hour's first mission based on Stalingrad and the Volga River and i want the set design to be really significant in this video. I've spent a long time discovering how to get this water effect right.
My Spirit of Adventure entry is likely to involve a lot of rowing. I think it will be easy enough to pull that off. I'm quite uncertain as to how I will pull off the water effect - whether I'll use just blue bricks, or some other technique.
The Journey had some cool water. When the video came out, I asked Jay how he made it, and here was his reply:
Those are bits of cellophane. Around here I can get a roll at the dollar store. Not sure how to describe it exactly but the wrong kind doesn't melt the right way. What you do is cut it into bits (usually triangles of varying sizes) and hit them with a heat gun just until they crinkle up a bit. Then you can animate them via replacement animation - first a small one, then a medium one, big, medium, small and then none as the splash settles down.

Thanks so much Rio, Jay's version looks the best to me and is probably the one i'll attempt to try. I'll post an update when I finally get a chance to work on this scene!
