It's open, in the sense that we are accepting contributions, but at this stage we're just collecting sounds and content to fill it with; we don't have a special sound library page. Hopefully, we will have a separate page for it soon, most likely in the Resources section.

We have made an original sound effect of bricks moving, but what's the point of sending it in if nobody's sounds really get put on the front list? It would be really annoying to make a sound effect that no one would ever notice...

I hadn't thought about that, actually. How are you planning on making money from it? I'm pretty sure that there are Creative Commons licenses that permit profit as long as the source (BIM Sound Library) is credited.

Actually, they do get on the front list. We don't have a resources section up yet but hopefully we will get a separate page for these soon.

Yes, as long as you credit the sound library. It's really important to treat it just as you would treat
someone who voice acted in your film.

There are a lot you can use, but it depends on what you plan on doing. I would try checking out the Free Software List for a good start. Audacity is a good general-purpose editor, it'll let you use some basic effects, modify clips, and adjust volume. I believe there also a lot of plugins you can download for it, though I have not as of yet.
