We want to ensure that voters have been around for a while, and have some experience and familiarity with the community before they can participate in voting for this; the hope is that it will cut down on people just voting for one movie they liked without watching the rest of the list.

Note that if you registered in 2009 you will be able to vote in this next year; the cutoff moves forward each year.
