We just want to know how to make fire (not explosion), water, and rain effects in GIMP 2.6.

Water and rain can be done is Squirlz, fire can be found here

Link to Sqirlz. For water/rain effects, you'd probably have to spend two hours to get results in GIMP that are half as good as what Sqirlz will give you in two minutes.
