If the car is covering the mod element entirely (meaning the mod element is not at all visible in the shot) then I believe no. If however, the mod element is at least a bit visible, it should be alright. At least with the color mod, but perhaps the letter mod needs to be fully visible - not sure.
what are the prizes?
LASF, I think at it's fine as long as you can see the mod element before and/or after the car drives in front of it.
If a minifig walks in front of the camera for a few seconds and the mod element is behind his leg that is OK.
A car isn't really a minifig... But I think it still applies to the situation.
It's funny how people always end up asking the same questions about the mod element.
A car driving in front of the mod element is totally fine as long as it's visible sometime in the shot.

Well, got an idea that I like. I'm scripting tonight and hopefully I'll start animating on Wednesday or so.
I'm about 1/2-way through my script. A small casting call might be up tomorrow.
The first BiM one was in 2009. There was no BRAWL in 2010, but then returned last year of course. Although I don't know if there was any before the 2009 one. Anyway, good luck everyone!
The 2009 BRAWL was actually the second one I ran. I just looked at the thread for that one and I said in it that the contest was returning, so I guess I held the first one in 2008 (I don't remember these things ). Anyway, I believe that due to a combination of me starting high school (and as a result getting busier and distracted from brickfilming) and the fact that I took so long to finish the judging for the 2009 contest (probably because of the first reason), which caused a bit of controversy, I decided to not hold one in 2010. I remember I talked with Smeagol about him running it in 2010 and making it an official contest, but that didn't work out due to not being able to schedule it at an appropriate time.
Then in 2011 Goliathan contacted me about him taking over the contest and I gave him permission because I knew that I was never going to have interest in running it myself again. And he's ran it so much better than I ever could have anyway, so I'd say things worked out for the best.
That's basically the history of this contest for anyone that cared to know.

According to the rules...Yes, it's fine.

As long as the mod element is visible in the shot for at least enough time to be seen before the camera moves your project is in the clear.
In THAC, the rules stated that it had to be in every frame, of every shot. But evidently things have changed.
I'd say it's fine, the rules say it's fine, so I'm sure that it's fine.
