You can go back as far as needed, and as close to actual time as needed, but it's as best recommended that you do something into history, and not something in 2003. It can be any type of history, so yes, you could do world history.

If you're asking about this contest, then obviously there is, because it says so on the first post. If there is a trailer contest (which there'll most likely be) then yes, there'll be a prize like the prior years.
